How to make a pedicab merrier

The Chattanooga, Tenn., city council has approved an ordinance to allow passengers to drink beer while riding pedicabs.  As you can see here, one worthy entrepreneur already has a business called “Pints ‘n’ Pedals.”
This strikes me as perfectly reasonable. Why not just pedicab around, cocktailing? Sounds fun! Some people take a pedicab home when they’ve had too much. Why not have a nightcap on the way home? 
The Chattanooga council, however, voted opposed an amendment that would have required a two-drink minimum. Those Chattanooga council members look out for their constituents.
In related news, Stockton pedicab operator Elizabeth Wong has rolled out her new spring pedicabs.
