… Of the Delta tunnels project is that the tunnels get built, but the supposedly “co-equal” goal of Delta habitat restoration doesn’t get funded.

That the Delta gets drained but not restored. 

That’s the remarkable admission of Bay Delta Conservation Plan project manager David Zippen at the end of this Bee story (reprinted where you can read it without subscription).
