The shutdown’s silver lining

It’s halted the forward march of the Bay-Delta Conservation Plan.

“State and federal government agencies are jointly preparing the Bay Delta Conservation Plan (BDCP),” explains the BDCP News from “As such, the shutdown of the federal government and associated staff furloughs could delay the development, review, and ultimately the release of the Public Draft BDCP and Environmental Impact Report/Environmental Impact Statement (EIR/EIS).”
