Council member Kathy Miller’s remarks at a Sept. 14 meeting of this paper’s Editorial Board, in which she seems to say Measure A funds might be used for other purposes than rebuilding Stockton’s police force, have become a political football.
Fiscal watchdog Dean Andal and the San Joaquin County Taxpayer’s Association have used the remarks as evidence Measure A and B are ill-advised, because a general tax can be used for anything, no matter what anybody promises. The remarks influenced the Stockton Police Officer’s Association, too, causing it to take a position of neutrality on the tax instead of endorsing it.
Miller says her remarks were taken out of context. We can get to the bottom of that one. Here is the raw footage from the Sept. 14 meeting. It has zooms that were later edited out. It has pops caused by the videographer adjusting the microphone. But it provides her entire remarks.
