The city of Los Angeles is going broke, thanks in part to high labor costs. Voters rejected a tax increase. But a pro-labor candidate is running a strong second in the run-off.

To recap: going broke, no new taxes, and substantial support for giving raises to public employees. And yet they call it La-La Land.
