Do you ever wonder why the Delta gets rolled on state water issues?

Well, population for one; the south outnumbers the north. That translates to political clout.

Second, the governor may dislike this region for defeating him on the Peripheral Canal the first time around. At the very least, he appears to believe sacrificing this region’s interests is simply necessary to set California’s water supply right.

Then there’s money.
