The city of Surrey, British Columbia, has created a 20-year downtown-development plan that includes 10 skyscrapers, a five-star hotel, a performing-arts center and a population increase from about 28,000 to 65,000 people – a downtown served by four skytrain stations.

Sounds like Surrey is doing it right. or a bad case of Canuck envy, read here.
