A tonic effect

He didn’t even mention the threat of a peripheral canal on the floor of Congress until he’d been in office for five years. In 2011, McNerney even wrote a book advocating the construction of more water canals in California.”

And so we see another manifestation of redistricting, the 2011 re-drawing of policital district boundaries that put Stockton in the driver’s seat in all its districts: McNerney became a more vocal opponent of the peripheral tunnels.
