State-level reform of pensions of the sort that have helped bring Stockton to the brink of insolvency are problematic, so cities are taking reform into their own hands, the SacBee’s Dan Walters reports — and unions are attacking the mayors for responsible fiscal initiatives.
Walters is right that pension reform may occur from the ground up. No large state consituency has an interest in furthering pension reform. But cities sure do.
