S.J. cited for its "anchor babies."

A Congressman wants to rewrite immigration law to stop “incentivizing illegal immigration,” pointing to San Joaquin County, where in 2003 ”70 percent of the 2,300 babies born in San Joaquin General Hospital’s maternity ward were anchor babies.” He has a point.
