Steve Lowder called the state’s school funding system “a crazy mess.” He acknowledged that most of the district’s funding woes have to do with the use of categorical funds to make it through fiscal trouble in 2011. He said grants might help the counseling system. “It’s a nasty task. It involves people’s lives, their futures. We hate it. But it’s the task we’ve been given.” He said the district will do the best it can to bring people back. “There’s a lot of what-ifs. I wish it was different. It’s not.”
