Superintendent Steve Lowder warned that the district could become “insolvent” by the end of 2013-14 if Prop. 30 fails. He said the financial conditions of the state have prevented the district from rewarding its hard-working employees. Martin discussed a final version of the PowerPoint that was not markedly different from the draft.
