Candidate on Chapter 9

Moses Zapien, who is challenging incumbent Councilwoman Diana Lowery’s in District 4 has published his analysis of Stockton’s Chapter 9 filing. It’s in the July/August edition of Across the Bar, which the San Joaquin County Bar Association puts out. (Scroll own to Page 6 to start reading.) Zapien concludes that the decision to file bankruptcy is challenging but for some cities it may be the only option. (A San Joaquin County Bar Association representative said that the publication of Zapien’s Chapter 9 article is not meant as an endorsement of Zapien.)

Below here is the outcome of their race in the June primary election. Lowery had an 11 percent edge over Zapien.
