Stockton resident and former state Assemblyman Dean Andal will look into his crystal ball Thursday night and explain what Stockton would look like after declaring bankruptcy. He, Sheriff Steve Moore and Port of Stockton Director Richard Aschieris will be featured speakers on a variety of topics at a public forum organized by the San Joaquin County Taxpayer’s Association.
