City Hall awakens from an extended slumber today:

City Manager Bob Deis announced that he has hired a new deputy city manager: Mike Locke, president and CEO of the San Joaquin Partnership, a nonprofit economic development group that works to lure companies to San Joaquin County. In a statement, Deis said he wants someone in his office with experience creating jobs.

Locke, 67, will make $192,000 a year, officials said. He starts Jan. 10.

•In other news, medical marijuana dispensary applications are due today. Just earlier this month, no one had applied. Officials were expecting applicants to wait until the last minute.
