More from City Hall: $14 million in police, public works, libraries and recreation cuts considered
6:12 p.m.:
Interim City Manager Kevin O’Rourke is detailing proposed police cuts of $10.3 million. The reductions include:
No civilian response to calls for service;
No downtown community policing:
reduced traffic and DUI enforcement;
reduced investigations;
eliminated gang street enforcement:
eliminated gang violence supression;
etc.
In the Public Works Department, O’Rourke is proposing $1 million in spending reductions, including reduced tree and park maintenance.
In the library division, O’Rourke is proposing $957,000 in reductions. He said he is proposing to close two library branches, Troke and Fair Oaks.
In recreation, the city would outsource or close Van Buskirk Community Center, outsource or close the Children’s Museum of Stockton, reduce community center hours and reduce management and administration.
In support functions, the city could reduce spending by $1.7 million, O’Rourke said. It would reduce economic development and marketing, employee training and education reimbursements and eliminate capital improvement program funding, among other things.
O’Rourke said, “This assumes that we are not successful in anything else, and the only solution to solving the city’s budget problem is by direct reductions.”
The corresponding number of layoffs of staff reductions being considered: 48 police officers, 12 public works employees, 10 library employees, 11 full-time and 44 part-time recreation employees and 10 support positions.
