6:22 p.m.:
The council is taking up a measure to adopt resolutions of necessity authorizing eminent domain proceedings against four properties in way of a railroad grade separation and bridge replacement project in north Stockton. The item came up in November and was tabled. Since then, the acquisition of six of 10 properties has been negotiated. Four properties remain.
6:41 p.m.:
Louis Dawang, representing Louis Dawang, et al., which owns one of the properties. The city’s Joe Mulligan, he said, is an “exceptional” man, and has been patient with him. He said he would like to keep talking with the city. He said he likes the project but that taking the property from him “without working through the process” is unfair.
Mayor Ann Johnston said the city intends to continue negotiating and to pay Dawang a fair price for the property.
6:48 p.m.:
In four separate votes, the council has voted 7-0 to adopt four resolutions of necessity.
