More from City Hall: On the marina deficit

Interim City Manager Kevin O’Rourke is opening a presentation on the projected deficit at Stockton Marina. He and Deputy City Manager Laurie Montes will be presenting, he said. Revitalization Director Dave Harzoff is in the front row.

The difference between last year’s deficit projection and this year’s has to do with debt service, fiscal year timing and funding by the Redevelopment Agency (included last year; not this year), Montes said.

A table is on the overhead. The council members do not look entirely satisfied that they got a full explanation.

“It’s pretty much to me as clear as mud,” Mayor Ann Johnston said. “I’m sorry.”

Councilman Dale Fritchen is bailing staff out (A rare occasion, this). He said his understanding is that the projected deficit difference has very little to do with operational costs and everything to do with debt service schedules and revenue projections.

“It had nothing to do with who was operating the marina,” he said. “Is that right?”

Montes said, “Yes.”

Two weeks ago, staff said last year’s redevelopment officials had grossly underestimated operational costs, and Johnston on that information said as much.

As for revenue projections worsening, Montes said staff was being more conservative this year than a year ago.

There was good news tonight, and it came from Harzoff at the podium. He said four people have signed leases for slips at the marina.
