O’Rourke

The City Council is to interview candidates for interim city manager on Tuesday. One of the people officials were interested in talking to is retired Fairfield City Manager Kevin O’Rourke. He answered a call while at the International City/County Management Association’s annual conference in Montreal this week. He declined to comment.

 

O’Rourke has some lengthy stays behind him. He was the manager of Farfield for a decade, retiring in 2007, and was city manager of Buena Park before that, from 1985 to 1997. He was city manager of Stanton from 1981 to 1985. His resume lists service on scads of professional boards.

 

According to that resume, his undergraduate education was at LaSalle University in Philadelphia. He listed master’s degree programs as being in public administration at California State University, Long Beach, and in theology at Washington Theological Coalition, in Washington, D.C.

 

In his latest statements of economic interest, filed in Fairfield, he listed no reportable interests.

 

O’Rourke oversaw a period of declining revenue while in Buena Park. When he resigned then-Mayor Art Brown told the Los Angeles Times, “It’s sad and it’s worrisome.” Brown told the Times, “He was a good friend, and it’s going to be worrisome with labor negotiations coming up and the projected deficit.”

 

Fairfield Finance Director Bob Leland worked for O’Rourke for a decade. Leland said the other day, “He was great to work for.” He said, “He was very good with department heads, and very committed to open and even relationships with all the various council members and mayor.” Gregory Stepanicich, Farfield’s attorney, similarly praised him.

 

In Stockton (if he is here on Tuesday for an interview) O’Rourke might understand the magnitude of the council’s decision on a manager. When he left Buena Park he told the Times, “There’s a good staff here and a council that’s new. This will bring the council even closer together because it’s one of the most important decisions they’ll make – hiring a new city manager.”
