Leonesio: “He (Fritchen) just got mad at me”

The City Council called its closed session meeting to order at 3 p.m., and for that formality there typically is no audience member in the room. Officer Steve Leonesio, president of the Stockton Police Officers Association, said he was there this afternoon and addressed the council.


Councilman Dale Fritchen, Leonesio said, was no impressed. “He just got mad at me,” Leonesio said.


“He scolded me … and then he got up out of his chair and pushed it in really hard, where it made this loud noise, and then he walked away,” Leonesio said.


Leonesio said the union is offering more than $7 million in concessions over three years in a settlement that would prevent police layoffs and settle the union’s pay dispute with City Hall. The administration has declined to discuss details of the deal being discussed, but in the past administration and union officials have disagreed about the value of proposed concessions (the union claiming its offer is worth far more than city officials believe).


A sticking point in the current negotiation is the union’s request for a two-year contract extension, to 2012. A majority of council members have balked at that, Leonesio said.
