Municipal Utilities Director Mark Madison: At BDCP steering committee’s Napa meetings, “Our participation was strongly resisted.” He said the city had attempted to elbow in.

Madison: There are two concepts on the table. One is an isolated, peripheral canal (a simple bypass from north to south). Another is one involving a Delta bypass, which would improve area levees. “They would be armored and protected,” he said. This is the “Dual Conveyance” altnernative Madison is talking about.

6:55 p.m.:

MUD’s Bob Granberg on the Delta Conservancy bill by Sen. Lois Wolk, D-Davis: “It appears to have been watered down.”
