City Manager is disussing the budget’s reliance on some $5.5 million in federal aid to retain police officers. City Councilman Dale Fritchen noted that some 7,000 agencies nationwide have requested more than $8 billion in funding, and that what Stockton will receive is uncertain.

“I just wanted to mention my concern,” he said.

(For people expecting a dissenting budget vote from Fritchen later on, that was not as brutal a critique as might have been expected).

Mayor Ann Johnston said, “We will know by September whether we have something.” Failed is the city’s attempt to know by now whether it has money.
