Public comment is done. Former Vice Mayor Gloria Nomura made an appearance, inviting council members and the public to a cultural event.

Consent passed 6-0 (including Councilwoman Susan Eggman’s Victory Park Ponds Improvement Project), save a vote formalizing a letter of agreement between the administration and the Stockton Police Management Association. That item was pulled so that Councilman Dale Fritchen could dissent, as he did weeks ago when the item was taken in closed session. The vote was 5-1 (Councilwoman Diana Lowery is absent).
