Budget and Finance: Maestretti on ISF

3:25 p.m.: Budget Officer Joe Maestretti is in the second chair to present budget projections for Internal Service Funds.

Fleet Fund: Expenses are projected to be $7.7 million in fiscal 2009-10, down from $8.3 million projected in the current fiscal year. Vehicle purchasing, fuel and administrative costs are all projected to be down. Ending fund balance is projected to be up. Maestretti said the city would like by fiscal 2014-15 to have about $6 million in reserve in this fund. The fund’s balance is projected to be about $3 million in fiscal 2009-10.

Computers Equipment Fund: Revenue is expected to decline from just more than $9 million this budget year to about $7.9 million in fiscal 2009-10.

Radio Equipment Fund: Revenue is projected to decline 38 percent, to $650,000 in Fiscal 2009-10. Ending fund balance is expected to increase 8 percent, to $1.7 million. The fund has a “pretty healthy” fund balance, Maestretti said. “This one is in pretty good shape,” he said.

Telecommunications Fund:  Revenues are expected to be up 55 percent, to $1 million in Fiscal 2009-10. Rents are up, too. (This is the fund in which the telephone upgrade lives).

Miscellaneous Equipment Fund: Copy machines and other miscellaneous items are in this fund. Revenues are expected to decline 12 percent, to $395,928 in Fiscal 2009-10. The fund’s projected transfer out to the city’s Duplicating Fund is $200,000, $100,000 more than in the current fiscal year (Maestretti said the city is considering merging the Duplicating and Miscellaneous Equipment Funds).

Like all ISFs, the Miscllaneous Equipment Fund is funded by departments for costs related to the fund’s activity, in this case miscellaneous equipment. In this case the Duplicating Fund pays rent to the Miscellaneous Equipment Fund, which in turn subsidizes the Duplicating Fund.
