Still lacking water meters

Update: A spokesman for the city of Roseville says the city has been fully metered since 2011. The Department of Water Resources, which provided this list, says it made a mistake. So, the new count of water districts lacking meters is 44, and the list has been updated to reflect that.

It should also be noted that many of these districts may be in the process of adding meters. They have until 2025 to do so.

The state provided me with a list Monday of all of the urban water districts in California that are not fully metered, as of Feb. 20.

All but one of these 44 districts are north of the Tehachapis. (San Bernardino County Service Area 70 is the exception.)

Thirty-eight of the 44 districts are in the Central Valley (Exceptions: Del Oro Water Co. (Magalia), Marina Coast Water District (north of Monterey), City of Mt. Shasta, San Bernardino County Service Area 70, South Tahoe Public Utilities District, Truckee-Donner Public Utilities District.)
