Build up, tear down

Economist David Sunding used this metaphor to describe the twin tunnels plan at last week’s BDCP meeting:

“It’s similar to repairing the foundation on your house,” he said. “It doesn’t make your bathroom any fancier, it doesn’t add a bedroom, it just keeps your house the way it is, but it prevents something catastrophic from happening, so it prevents a big loss.”

Notes SacBee letter writer C.J. Jawahar: “I buy his analogy except that he wants to strengthen his house by bulldozing my house.”
