Cost-benefit bill

The latest effort to get a cost-benefit analysis on Gov. Brown’s twin tunnels comes in the form of H.R. 6484, by U.S. Rep. John Garamendi. Here’s the text of the bill; here’s the story published by The Record over the weekend.
