Credit-ability

I saw this sign on Pershing Avenue and Robinhood Drive in Stockton. It promises people in financial trouble that this group can fix their woes making them “debit free” with “good credit” in 6 to 9 months. And it claims to be “free” to boot! I wonder if the Stockton City Council has looked into this?
