Public phone

In the foyer of the Tracy Police Station is a public telephone, or at least there’s a sign that says it is. The phone is behind a locked metal door which begs two questions: if it’s a public phone then why can’t the public get to it, or if it isn’t a phone that anyone is allowed to use, why label it as such?
